5th EU-UK Parliamentary Partnership Assembly, 18-19 March 2024, Brussels - POSTPONED

The fifth meeting of EU-UK Parliamentary Partnership Assembly scheduled to take place in Brussels, on 18-19 March 2024, has been postponed to a further date.

The fourth meeting of EU-UK Parliamentary Partnership Assembly took place in London on 4-5 December 2023.

The meeting was organised in two sessions.

The first session, in the afternoon of Monday 4 December, was opened by Dame Rosie Winterton MP, Deputy Speaker of the House of Commons, and was divided in two parts:

  • The first part, from 14.00 to 16.30, took place in plenary and was devoted to the following issues:

  • The state of play within the Partnership Council
  • Mobility of people

  • The second part of the session was organised around break out groups. Members met in three thematic groups:

  • Data protection
  • Fisheries
  • Citizens' rights

The second session, on Tuesday 5 December in the morning, was opened by the Rt Hon Lord McFall of Alcluith, Lord Speaker, and took place in plenary. Members exchanged views on the following topics:

  • Artificial intelligence
  • Climate change, including the Carbon Border Adjustment Mechanism

The meeting was co-chaired by Ms. Nathalie Loiseau, Chair of the European Parliament's Delegation, and Sir Oliver Heald, Chair of the Delegation of the Parliament of the United Kingdom.

The PPA meeting was live web-streamed on the UK Parliament YouTube channel.

Members also participated in a number of side events with representatives of EU citizens' organisations in the UK, European Societies of several universities, European Parliament Ambassador Schools and the University Association for Contemporary European Studies. On 6 December, they participated in a Citizens' gathering with 150 representatives of EU citizens' organisations, Members States and international organisations.

The meeting was organised in two sessions. The first, in the afternoon of Monday 3 July, was divided in two parts:


- The first part, from 14.00 to 16.45, took place in plenary and was devoted to the following issues:

  • the state of play within the Partnership Council
  • future of foreign and security policy, including in the framework of the European Political Community


- The second part of the session was organised around break out groups. Members met in three thematic groups:

  • mobility of persons
  • climate and energy
  • twinning and civil society cooperation

The second session, on Tuesday 4 July, took place in plenary. It started with the address by the President of the European Parliament. Then, Members exchanged views on the following topics:

  • EU-UK common efforts to support Ukraine and sanctions. A recommendation on this topic was submitted to the assembly for adoption
  • cooperation on trade and industrial policy, including the response to the US Inflation Reduction Act

The second meeting of EU-UK Parliamentary Partnership Assembly took place on 7-8 November 2022, in London.

The meeting was organised in two sessions. The first, that took place on Monday 7 November, from 13.30 to 18.00 GMT, was divided in two parts:

  • The first part, from 13.30 to 16.00, took place in plenary. Members exchanged views on the state of play within the Partnership Council and EU-UK cooperation on energy. In relation to the latter, Members adopted Recommendations to the Partnership Council.

  • The second part of the session was organised around break out groups. Members met in three thematic groups:
    • Touring artists
    • Cooperation on defence and security, with particular reference to cyberdefence and data exchange
    • Citizens' rights

During the second session, on Tuesday 8 November, from 09.30 to 12.30 GMT, the chairs of each break out group reported to the assembly regarding their discussions from the previous afternoon. In addition, Members discussed in plenary the following topics:

  • Future of Europe and the future relationship between the EU and the UK
  • Future cooperation between the PPA and civil society, and between the PPA and the devolved legislatures within the UK
  • Future work of the PPA

A press conference with the Chairs of the European Parliament and the UK Parliament's delegations, Nathalie Loiseau and Sir Oliver Heald, was held at 11.15 GMT on Monday 7 November at Portcullis House in the Palace of Westminster.

The meetings of the break out groups were not be public.

Members of the EU-UK PPA's Bureau met on 10 March 2023 to discuss the preparatory work for the next EU-UK PPA. They adopted a statement on the Windsor Framework.

The first meeting of EU-UK Parliamentary Partnership Assembly took place on 12-13 May 2022, in Brussels. This was the first time that representatives from both parliaments met in this new body.

The meeting was organised in two sessions. The first, taking place on Thursday 12 May, from 14.30 to 18.00, was devoted to discussions on the state of play within the Partnership Council and EU-UK cooperation in relation to the war in Ukraine. The PPA also addressed very important technical issues. Thus, it adopted its Rules of Procedure and agreed on what type of information to seek and share with the Partnership Council

The second session, on Friday 13 May from 09.00 to 12.30, focused on the impact of Withdrawal Agreement issues upon the work of the Partnership Council and the importance of building the new multi-dimensional EU-UK relationship, cooperation in the field of energy and the future work of the Assembly.

The Co-Chairs, Ms Nathalie Loiseau and Sir Oliver Heald appeared at a press point on Thursday 12 May at 13:15.
