By letter of 19 May 1998 the Council consulted Parliament, pursuant to Article 43 of the EC Treaty, on the proposal for a Council Regulation on the financing of the common agricultural policy.
At the sitting of 15 June 1998 the President of Parliament announced that he had referred this proposal to the Committee on Agriculture and Rural Development as the committee responsible and the Committee on Budgets, the Committee on Regional Policy and the Committee on Budgetary Control for their opinions.
At the sitting of 19 June 1998 the President announced that this report should be drawn up in accordance with the Hughes Procedure by the Committee on Agriculture and Rural Development and the Committee on Budgets.
At its meeting of 16 April 1998 the Committee on Agriculture and Rural Development appointed Mr Jan Mulder rapporteur.
It considered the Commission proposals and the draft report at its meetings of 21/22 July and 24/25/26 November 1998.
At the last meeting it adopted the draft legislative resolution by 21 votes to 6, with 9 abstentions.
The following were present for the vote: Colino Salamanca, chairman; Happart and Graefe zu Baringdorf, vice-chairmen; Mulder, rapporteur; Anttila, Böge (for Ebner), Boogerd-Quaak (for Kofoed), Botz (for Rehder), Cabezón Alonso (for Campos), Campoy Zueco (for Redondo Jiménez), van Dam (for Nicholson), Fantuzzi, Filippi, Fraga Estévez, Funk, Garot, Gillis, Goepel, Görlach, Hardstaff, Hyland, Jové Peres, Kindermann, Lambraki, Lulling (for Santini), Mayer, Otila (for Cunha), des Places, Poisson (for Chesa), Querbes, Rosado Fernandes, Schierhuber, Sonneveld, Sturdy, Thomas, Trakatellis and Watts.
The opinions of the Committee on Budgets and the Committee on Regional Policy were attached. The Committee on Budgetary Control had decided on 6 October 1998 not to deliver an opinion.
The report was tabled on 26 November 1998 (A4-0444/98).
At the sitting of 28 January 1999 the report was referred back to the Committee on Agriculture and Rural Development pursuant to Rule 60(2) of the Rules of Procedure.
The committee was unable to report back to Parliament within the set time limit and therefore, at the sitting of 11 March 1999, the report was referred back to the Committee on Agriculture and Rural Development pursuant to Rule 129(1) of the Rules of Procedure.
The committee confirmed the appointment of Mr Jan Mulder as rapporteur at its meeting of 12 April 1999.
At its meetings of 12 April and 20/21 April 1999 the committee considered the proposal and the conclusions of the European Council of 24-26 March 1999.
At the last meeting it adopted the draft legislative resolution by 27 votes to 6.

The second report was tabled on 23 April 1999.
The deadline for tabling amendments will be indicated in the draft agenda for the relevant part-session.

- having regard to the report of the Committee on Agriculture and Rural Development and the opinions of the Committee on Budgets and the Committee on Regional Policy (A4-0444/98),
- having regard to the second report of the Committee on Agriculture and Rural Development (A4-0213/99)
1. Approves the Commission proposal, subject to Parliament's amendments;
. Notes the amendments made to the Commission proposal made by the European Council of 24 to 26 March 1999;
3. Instructs its President to forward this opinion to the Council and Commission.
