DRAFT EUROPEAN PARLIAMENT LEGISLATIVE RESOLUTION

on the Council common position for adopting a decision of the European Parliament and of the Council establishing a multiannual Community programme to make digital content in Europe more accessible, usable and exploitable

The European Parliament,

–   having regard to the Council common position (10458/4/2004 – C6‑0140/2004),

–   having regard to its position at first reading[1] on the Commission proposal to Parliament and the Council (COM(2004)0096)[2],

–   having regard to the Commission's amended proposal (COM(2004)0367)[3],

–   having regard to Article 251(2) of the EC Treaty,

–   having regard to Rule 62 of its Rules of Procedure,

–   having regard to the recommendation for second reading of the Committee on Industry, Research and Energy (A6‑0002/2005),

1.  Approves the common position as amended;

2.  Instructs its President to forward its position to the Council and Commission.

Amendment 1

Article 6, paragraph 1

1. The financial framework for the implementation of the Community actions under this Decision for the period from 1 January 2005 to 31 December 2008 is hereby set at EUR 135 million, of which EUR 55,6 million is for the period until 31 December 2006.

Justification

The amount agreed within the Council in its common position implies too great a reduction with respect to the Commission initial proposal (163 million €) and does not provide the Programme with appropriated funding. In order to find a compromise with the Council the Parliament can accept a minor reduction.
