DRAFT EUROPEAN PARLIAMENT LEGISLATIVE RESOLUTION

on the proposal for a regulation of the European Parliament and of the Council on the European system of integrated social protection statistics (ESSPROS)

(COM(2006)0011– C6‑0024/2006 – 2006/0004(COD))

The European Parliament,

–   having regard to the Commission proposal to the European Parliament and the Council (COM(2006)0011)[1],

–   having regard to Article 251(2) and Article 285(1) of the EC Treaty, pursuant to which the Commission submitted the proposal to Parliament (C6‑0024/2006),

–   having regard to Rule 51 of its Rules of Procedure,

–   having regard to the report of the Committee on Employment and Social Affairs (A6‑0324/2006),

1.  Approves the Commission proposal as amended;

2.  Calls on the Commission to refer the matter to Parliament again if it intends to amend its proposal substantially or replace it with another text;

3.  Instructs its President to forward its position to the Council and Commission.

Amendment 1

Recital 8 a (new)

 

(8a) Since the objective of this Regulation, namely the creation of common statistical standards that permit the production of harmonised data, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty. In accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary in order to achieve those objectives.

(8b) There is existing cooperation with the Organisation for Economic Co-operation and Development (OECD) in the field of net social benefits.

Article 2, point (c a) (new)

 

(ca) "Grouping of schemes": criteria to classify each social protection scheme, namely, decision-making, legal enforcement, the establishment of entitlements, and the scope and level of protection. Each scheme is classified into a single category per criterion.

The first year for which data are collected shall be the calendar year following the year of publication of this Regulation in the Official Journal of the European Union.

Article 5, paragraph 1

1. For the purposes of a module on Net Social Protection Benefits, pilot data collections for the year 2005 shall be carried out in all Member States by the end of 2008. The subjects to be covered, data provision and dissemination are laid down in Annex III.

2. Based on a synthesis of these national pilot data collections, the decision to introduce this module and to launch full data collection not before 2010 shall be in accordance with the procedure set out in Article 8.

On the basis of a synthesis of such national pilot data collection, and provided that the outcome of a very large majority of these pilot studies is positive, the decision to launch, no earlier than 2010, full data collection in respect of this module shall be adopted in accordance with the regulatory procedure set out in Article 8(2).

The arrangements for implementing this Regulation, concerning the detailed classification of data covered, the definitions to be used, the formats for the transmission of data, the results to be transmitted, the criteria for the measurement of quality, the updating of the rules for dissemination shall be laid down in accordance with the regulatory procedure set out in Article 8, in particular for:

The arrangements for implementing this Regulation shall take into account the results of a cost-benefit analysis and shall concern the first year for which data are collected, the detailed classification of data covered, the definitions to be used, the formats for the transmission of data, the results to be transmitted, the criteria for the measurement of quality, the updating of the rules for dissemination. The arrangements shall be laid down in accordance with the regulatory procedure set out in Article 8, for:

(a) the ESSPROS core system,
