DRAFT EUROPEAN PARLIAMENT LEGISLATIVE RESOLUTION

on the proposal for a Council decision on the conclusion of the agreement between the European Community and Romania on the participation of Romania in the work of the European Monitoring Centre for Drugs and Drug Addiction

The European Parliament,

–   having regard to the proposal for a Council decision (COM(2006)0256)[1],

–   having regard to the draft agreement between the European Community and the Republic of Romania concerning the participation of Romania in the European Monitoring Centre for Drugs and Drug Addiction,

–   having regard to Articles 152 and 300(2), first subparagraph, of the EC Treaty,

–   having regard to Article 300(3), first subparagraph, of the EC Treaty, pursuant to which the Council consulted Parliament (C6-0321/2006),

–   having regard to Rules 51, 83(7) and 43(1) of its Rules of Procedure,

–   having regard to the report of the Committee on Civil Liberties, Justice and Home Affairs (A6-0326/2006),

1.  Approves conclusion of the agreement;

2.  Instructs its President to forward its position to the Council and Commission, and the governments and parliaments of the Member States and Romania.

EXPLANATORY STATEMENT

As the Commission points out in its communication, at its meeting in Luxembourg in December 1997 the European Council made involvement in Community programmes and agencies an instrument of the enhanced pre-accession strategy, concluding that the applicant countries should be able to participate in the work of Community agencies, in keeping with decisions to be taken on a case-by-case basis.

The Commission has thus negotiated with Bulgaria, Romania and Turkey bilateral agreements which offer a wide range of advantages, in particular that of enabling these countries to familiarise themselves with the Monitoring Centre’s decision-making procedures and to contribute to the process of drawing up its work programme.

Your rapporteur is satisfied with the technical and financial arrangements governing the participation of Bulgaria, Romania and Turkey in the work of the Monitoring Centre. He recommends, therefore, that the proposals on the conclusion of the bilateral agreements with Bulgaria, Romania and Turkey should be approved without amendments, so that the countries concerned can become involved in the work of the European Monitoring Centre for Drugs and Drug Addiction.
