The European Parliament,

–   having regard to the proposal for a Council decision (COM(2006)0115)[1],

–   having regard to the draft agreement between the European Community and Norway on the revision of the amount of the financial contribution from Norway provided for in the agreement between the European Community and the Kingdom of Norway on the participation of Norway in the work of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA),

–   having regard to Articles 152 and 300(2), first subparagraph of the EC Treaty,

–   having regard to Article 300(3), first subparagraph, of the EC Treaty, pursuant to which the Council consulted Parliament (C6-0140/2006),

–   having regard to Rules 51 and 83(7) of its Rules of Procedure,

–   having regard to the report of the Committee on Civil Liberties, Justice and Home Affairs (A6-0330/2006),

1.  Approves conclusion of the agreement;

2.  Instructs its President to forward its position to the Council and Commission, and the governments and parliaments of the Member States and Norway.

EXPLANATORY STATEMENT

Background

Article 13 of Council Regulation (EEC) No 302/93 of 8 February 1993 on the establishment of a European Monitoring Centre for Drugs and Drug Addiction[1], as amended by Council Regulations (EC) Nos 3294/94[2], 2220/2000[3] and 1651/2003[4], allows non‑Community countries to take part in the work of the EMCDDA.

An agreement between the European Community and the Kingdom of Norway on the participation of Norway in the work of the EMCDDA was signed on 19 October 2000 and entered into force on 1 January 2001[5].

Article 5 of this agreement sets out the financial contribution from Norway to the work of the EMCDDA.

Following the enlargement of the European Union, Norway has requested the revision of its financial contribution to the work of the EMCDDA.

The present proposal for a Council decision aims thus at revising the amount of the financial contribution from Norway and sets up a formula for the calculation of Norway’s contribution to take account of possible future enlargements of the European Union and avoid further adjustments.

Recommendation of the Rapporteur

Your rapporteur supports the agreement reached between Norway and the European Union.

Under the previous agreement, it was agreed that Norway would pay a specific percentage of the European subsidy to the EMCDDA. Under the new agreement, the parties have opted for a calculation formula that allows Norway's contribution to be adjusted as the Union is enlarged.

The agreement also lays down a minimum amount which must be adhered to irrespective of the number of Member States of the Union, namely a financial contribution of not less than EUR 271 000. This amount corresponds to the cost of enlargement per country as estimated by the EMCDDA in 2001.

These arrangements avoid the need for a new agreement to be concluded each time the Union is enlarged.
