– having regard to the Commission proposal to Parliament and the Council (COM(2011)0903),
– having regard to Article 294(2) and Article 338(1) of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C7‑0518/2011),
– having regard to Article 294(3) of the Treaty on the Functioning of the European Union,
– having regard to Rule 55 of its Rules of Procedure,
– having regard to the report of the Committee on Employment and Social Affairs and the opinions of the Committee on Regional Development and the Committee on Constitutional Affairs (A7-0050/2013),
1. Adopts its position at first reading hereinafter set out;
2. Calls on the Commission to refer the matter to Parliament again if it intends to amend its proposal substantially or replace it with another text;
3. Instructs its President to forward its position to the Council, the Commission and the national parliaments.

The preparation of these reports and the regular monitoring of demographic developments and of possible future demographic challenges in the EU regions, including different types of regions such as cross-border regions, metropolitan regions, rural regions, mountain and island regions, require annual regional data at NUTS 3 regional level. Since demographic ageing displays strong regional differences, Eurostat is requested to prepare regional projections on a regular basis in order to complement the demographic picture of the NUTS 2 regions in the European Union. |

SHORT JUSTIFICATION
The proposal seeks to regulate the provision and harmonisation of population data in Member States. This includes the creation of a common framework for the systematic production of European statistics on demography regulating the collection, processing and transmission of statistics on population and life events.
Your rapporteur welcomes the desire for standardised and thus comparable statistics on demography at European level. Demographic challenges are increasing and play an increasingly important role in the development of the EU. Only if statistics are available on this subject, can meaningful comparisons be made from which conclusions can be drawn and policies drawn up.
The rapporteur had already pointed out the importance of this issue in her own-initiative report on demographic change and its consequences for the future cohesion policy of the EU (2010/2157 (INI)). This own-initiative report calls for demographic trends in the regions to be included in the statistics. It also calls for local, regional and national databases on demographic trends to be made comparable, so the data can be evaluated at European level and the exchange of best practices between countries, regions and communities promoted.
The Commission's idea in this proposal of drawing on the data compiled to create indicators of various types is endorsed by the rapporteur. The Commission's 'Demography Vulnerability Index' may constitute such an indicator. In the above-mentioned report, Parliament had already called for this Index to be drawn up on a regular basis in order to make clear which regions in Europe are particularly exposed to demographic change.
Essentially then the author supports the Commission's proposal, which consists primarily of definitions and implementing rules. The concern of some regions that the compilation of population figures based on the usual place of residence was too expensive (Art. 2 d i and ii) has been assuaged, since Article 3.1 now also allows a 'closest possible approximation'.
The amendments thus focus primarily on the role of the regions in this process, including the demand that regional demographic statistics (if any) be forwarded to Eurostat, so that regional differences in demographic trends can be identified. Since the text does not specify the quantity of data to be provided and how frequently they should be transmitted, it should be pointed out here that the statistical authorities should not be confronted with unconscionable financial or administrative obstacles.
Finally, the author proposes that a reference be included on the need to protect personal data when providing data.

(d) ‘usual residence’ means the same as in Article 2(d) first paragraph of Regulation (EC) No 763/2008. The following persons alone shall be considered to be usual residents of the geographical area in question: |
(d) "usual residence" shall mean the place where a person normally spends the daily period of rest, regardless of temporary absences for purposes of recreation, holidays, visits to friends and relatives, business, medical treatment or religious pilgrimage. In applying the definition of ‘usual residence’, Member States shall treat special cases as in the Annex to Commission Regulation (EC) No 1201/2009. |
Where the circumstances described in point (i) or (ii) cannot be established, "usual residence" shall mean the place of legal or registered residence. 1. Member States shall provide the Commission (Eurostat) with data on the population as referred to in Article 2(c) and (d) at the reference time. Where the circumstances described in Article 2 (d)i. or (d)ii. cannot be established, Member States shall provide the Commission (Eurostat) with data on population at their place of legal or registered residence at the reference time; in this case, they shall undertake proportionate efforts to compute data which are the closest possible approximation to the population referred to in Article 2(c) and (d). |

For the purposes of qualified majority voting in the Council, Member States shall provide the Commission (Eurostat) with data on the total population at national level at the reference time, as referred to in Article 2 (c), within 8 months from the end of the reference year. For the purposes of this Article, Member States shall not provide data on population at their place of legal or registered residence at the reference time. |
