The European Parliament,
– having regard to the draft Council decision (07725/2017),
– having regard to the Kigali amendment to the Montreal Protocol, adopted at the twenty-eighth meeting of the Parties to the Montreal Protocol, held in Kigali, Rwanda in October 2016,
– having regard to the request for consent submitted by the Council in accordance with Article 192(1) and Article 218(6), second subparagraph, point (a), of the Treaty on the Functioning of the European Union (C8-0157/2017),
– having regard to Rule 99(1) and (4), and Rule 108(7) of its Rules of Procedure,
– having regard to the recommendation of the Committee on the Environment, Public Health and Food Safety (A8-0237/2017),
1. Gives its consent to conclusion of the agreement;
2. Instructs its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States.
EXPLANATORY STATEMENT
The main outcome of the 28th Meeting of the Parties to the Montreal Protocol, which took place from 10 to 15 October 2016 in Kigali, Rwanda, was the adoption of an amendment to the Montreal Protocol (hereinafter ‘the Protocol’). The amendment adds hydrofluorocarbons (HFCs) to the list of substances regulated by the Protocol and amends the applicable articles in the Protocol accordingly. HFCs are commonly used in air conditioners, refrigerators, aerosols, foams and other products. They were introduced as an alternative to chlorofluorocarbons (CFCs) and other substances that are harmful to the ozone layer, the use of which has been reduced by measures implemented under the Protocol. It has been discovered, however, that HFCs are active greenhouse gases whose global warming potential can be one thousand times greater than that of carbon dioxide. Their use must therefore be reduced as soon as possible. Most economically developed countries will be required to cut down the production and use of HFCs between 2019 and 2023. Most developing countries will then freeze their consumption and production of HFCs between 2024 and 2028. The rest will freeze their consumption and production between 2028 and 2031. The EU’s prompt adoption of the Kigali Amendment will signal its commitment to making a substantial contribution to the reduction of greenhouse gas emissions and thereby meeting the targets set in the Paris Agreement. For this reason, Member States should be called on to complete the process of ratifying the amendment according to the proposed schedule. The rapporteur welcomes and appreciates the decision of the United Kingdom, to accept and ratify the Kigali Amendment, in spite of the ongoing Brexit negotiations.
