on the proposal for a regulation of the European Parliament and of the Council amending Council Regulation (EC) No 428/2009 by granting a Union General Export Authorisation for the export of certain dual-use items from the Union to the United Kingdom of Great Britain and Northern Ireland

(Ordinary legislative procedure: first reading)
The European Parliament,
– having regard to the Commission proposal to Parliament and the Council (COM(2018)0891),
– having regard to Article 294(2) and Article 207(2) of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C8‑0513/2018),
– having regard to Article 294(3) of the Treaty on the Functioning of the European Union,
– having regard to Rule 59 of its Rules of Procedure,
– having regard to the report of the Committee on International Trade and the opinion of the Committee on Foreign Affairs (A8-0071/2019),
1. Adopts its position at first reading, taking over the Commission proposal;
2. Calls on the Commission to refer the matter to Parliament again if it replaces, substantially amends or intends to substantially amend its proposal;
3. Instructs its President to forward its position to the Council, the Commission and the national parliaments.

Subject: Opinion on the report on the Union General Export Authorisation for the export of certain dual-use items from the Union to the United Kingdom of Great Britain and Northern Ireland (2018/0435(COD)
Dear Chair,
Under the procedure referred to above, the Committee on Foreign Affairs has been asked to submit an opinion to your committee. On 24 January 2019, our committee decided to send the opinion in the form of a letter.
The Committee on Foreign Affairs decided to call on the Committee on International Trade, as the committee responsible, to incorporate the following suggestions into its motion for a resolution.
“A. Whereas in the context of the UK's withdrawal from the EU, the Commission has adopted five legislative proposals in the event of a no-deal scenario. The proposed measures are specific, limited and targeted at remedying the negative impact of a disorderly withdrawal or at enabling the necessary adaptation of the legislation. As noted in the Conference of Committee Chairs (CCC) earlier this month, the EP should ensure the adoption of this relevant legislation as quickly as possible;
B. Whereas the AFET Committee is to provide an opinion to the International Trade Committee (INTA) Report on the proposed regulation adding the UK to the list of countries for which a general authorisation to export dual use items is valid throughout the EU, under Rules 50 (3) and 53 of the European Parliament's Rules of procedure;
C. Whereas the sole purpose of the proposed regulation is to amend Council Regulation (EC) No 428/2009 by granting a Union General Export Authorisation for the export of certain dual-use items from the Union to the United Kingdom of Great Britain and Northern Ireland through two amendments to Annex IIa, Part 2 of Council Regulation (EC) No 428/2009;
1. The AFET Committee recommends not to modify the proposed regulation [2018/0435 (COD)] (i.e. to agree to the Commission proposal).”
