on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 1303/2013 as regards the resources for the specific allocation for the Youth Employment Initiative

The European Parliament,

 having regard to the Commission proposal to Parliament and the Council (COM(2020)0206),

 having regard to Article 294(2) and Article 177 of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C9‑0145/2020),

 having regard to Article 294(3) of the Treaty on the Functioning of the European Union,

 after consulting the European Economic and Social Committee,

 after consulting the Committee of the Regions,

 having regard to Rule 59 of its Rules of Procedure,

 having regard to the letters from the Committee on Budgets and the Committee on Employment and Social Affairs,

 having regard to the report of the Committee on Regional Development (A9-0111/2020),

A. Whereas for reasons of urgency it is justified to proceed to the vote before the expiry of the deadline of eight weeks laid down in Article 6 of Protocol No 2 on the application of the principles of subsidiarity and proportionality;

1. Adopts its position at first reading, taking over the Commission proposal;

2. Calls on the Commission to refer the matter to Parliament again if it replaces, substantially amends or intends to substantially amend its proposal;

3. Instructs its President to forward its position to the Council, the Commission and the national parliaments.


 

EXPLANATORY STATEMENT

On 25 May 2020, the Commission submitted a further proposal to amend the current Common Provisions Regulation (CPR), concerning the funding for the Youth Employment Initiative (YEI) in 2020.

 

The YEI provides support to young people living in regions where youth unemployment was higher than 25 % in 2012. In 2017, funds were increased for regions where youth unemployment was higher than 25 % in 2016.

 

The YEI supports young people who are not in education, employment or training (NEETs), including the long-term unemployed and those not registered as job-seekers. It ensures that, in those parts of Europe facing the greatest challenges, young people can receive targeted support. Generally, the YEI funds the provision of apprenticeships, traineeships, job placements and further education courses leading to a qualification.

 

The YEI is part of the Youth Guarantee, which is a scheme whereby Member States implement measures to ensure that young people up to the age of 25 receive a good quality offer of employment, continued education, an apprenticeship or a traineeship within four months of leaving school or becoming unemployed.

 

Previously, some of the 2020 specific allocation for the YEI was frontloaded to 2018. An increase of EUR 116,7 million in the specific allocation for the YEI was also agreed for 2019, this time without a corresponding reduction in the allocation for 2020.

 

The budgetary authorities decided, in the context of the annual negotiations for 2020, to increase the specific allocation for the YEI for 2020 by an amount of EUR 28 333 334 in current prices, bringing the overall amount for 2020 up to EUR 145 million.

 

This amendment to the CPR is required because the YEI specific allocation is set out in the text of the regulation, in Article 92(5). The increase to the figures in that paragraph must also be reflected in the total amounts in Article 91(1) and Annex VI. The budgetary increase for 2020 cannot be implemented without this amendment.

 

In addition, the Commission proposes that the provisions introduced in 2019 to facilitate programming of additional YEI resources, by allowing the transfer of up to 50% of the additional resources to the European Social Fund, should also apply in 2020.

 

The Committee on Regional Development has therefore decided to follow the simplified procedure for this textually minor amendment to the CPR, with the chair as rapporteur. The rapporteur proposes rapid adoption of the proposal, without amendments.

Dear Chair,

 

 

The BUDG committee was appointed on 26 May 2020 to provide an opinion to the lead committee on the Proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 1303/2013 as regards the resources for the specific allocation for the Youth Employment Initiative.

 

I understand that your committee has opted for the application of the simplified procedure laid down in Rule 52 and that your report will be adopted on 8 June.

 

The aim of this proposal is to adapt the amount of resources in the basic act in order to reflect the increase in the specific allocation for the YEI. More specifically, in line with the adopted budget for 2020, commitment appropriations for the specific allocation for the YEI for 2020 should be increased by an amount of EUR 28 333 334 in current prices, bringing the overall amount for 2020 up to EUR 145 million. In addition, the proposal makes it clear that the provisions introduced in order to facilitate programming of additional YEI resources in 2019 will apply to the additional YEI resources in 2020.

 

I should like to highlight the fact that the proposal includes the necessary technical adjustments following the adoption of the 2020, which reflects the request made by the European Parliament in the 2020 budgetary procedure.

 

On behalf of the Committee on Budgets, I recognise the need promptly to adopt the Commission proposal in order to ensure swift reprogramming and make sure that the resources can be made available to the beneficiaries as soon as possible. Therefore, the Committee on Budgets invites the Committee on Regional Development to adopt the proposal without amendment.

Dear Mr Chair,

I am writing to you in your capacity as REGI Chair and Rapporteur for the above legislative proposal. I understand that your committee has opted for the application of the simplified procedure laid down in Rule 52(1) and that your report will be adopted on 8 June 2020.

On 25 May 2020, the Commission submitted a new proposal to amend the current Regulation (EU) No 1303/2013 (Common Provisions Regulation, CPR). This amendment concerns the 2020 budget for the Youth Employment Initiative (YEI).

The budgetary authorities decided in Autumn 2019, in the context of the annual negotiations for the budget 2020, to increase the specific allocation for the YEI for 2020 by an amount of EUR 28 333 334 in current prices of commitment appropriations, bringing the overall amount for 2020 up to EUR 145 million. This is also estimated to result in additional payments of EUR 3 million in 2020.

This amendment to the CPR is required because the YEI specific allocation is set out in Article 92(5) of the CPR. The increase to the figures in that paragraph must also be reflected in the total amounts in Article 91(1) and Annex VI.

We understand that the budgetary increase for 2020 decided by the budgetary authority can not be implemented without this amendment, which is strictly limited to the modifications necessary to accommodate the additional YEI allocation. The EMPL Committee therefore supports this technical amendment.

 

In addition, the proposal clarifies in its article 1, paragraph 2, that the relevant provisions that were introduced in order to facilitate programming of additional YEI resources in 2019 (by allowing the transfer of up to 50% of the additional resources to the European Social Fund), will apply as well to the additional YEI resources in 2020. The EMPL Committee also supports this technical clarification.
