SHORT JUSTIFICATION
On 2 May 2018 the Commission submitted the proposal for a Regulation on establishing, as part of the Integrated Border Management Fund, the instrument for financial support for customs control equipment to the Council and the European Parliament. On 16 April 2019, the European Parliament adopted its first reading position.
The interinstitutional negotiations started with the newly elected Parliament on 26 November 2019 with the first informal political trilogue and with a view to reaching an early second reading agreement. They were successfully concluded on 16 March 2021. The provisionally agreed text was confirmed by COREPER on 31 March 2021 and endorsed by the IMCO Committee on 14 April 2021.
Since the Council’s first reading position adopted on 27 May 2021 fully reflects the agreement reached in early second reading interinstitutional negotiations, the rapporteur recommends that it be endorsed by the European Parliament without amendments, so that the Regulation can be adopted swiftly and enter into force as soon as possible.
