Motion of censure on the Commission by the European Parliament

(2025/2173(INS))

The European Parliament,

 having regard to Article 17(8) of the Treaty on European Union, Article 234 of the Treaty on the Functioning of the European Union and Article 106a of the Euratom Treaty,

 having regard to Article 10(3) TEU, which guarantees the right of citizens to participate in the democratic life of the Union and calls for decisions to be taken as openly and as closely as possible to the citizen,

 having regard to the Joint Statement on a United States-European Union Framework on an Agreement on Reciprocal, Fair, and Balanced Trade, published on 21 August 2025,

 having regard to the United Nations General Assembly resolution of 12 December 2024 demanding an immediate humanitarian ceasefire in Gaza (A/RES/ES-10/26),

 having regard to the order of the International Court of Justice of 26 January 2024 on the application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel),

 having regard to the Resolution of the International Association of Genocide Scholars of 31 August 2025 declaring that Israel’s policies and actions in Gaza constitute genocide, war crimes and crimes against humanity under international law, and to the reports of 28 July 2025 from B’Tselem and Physicians for Human Rights-Israel asserting that Israel’s actions in Gaza amount to genocide under the Genocide Convention, notably through the destruction of healthcare infrastructure, obstruction of food and aid, as well as the deliberate targeting of Palestinian civilians,

 having regard to Rule 131 of its Rules of Procedure,

A. whereas the Commission has accepted, without mandate, an EU–US trade deal that is prejudicial to European interests;

B. whereas the Commission has proposed splitting the EU–Mercosur Agreement for ratification, thereby excluding national parliaments from the process and creating a democratic deficit in the scrutiny of a controversial agreement that risks exposing European farmers and workers to unfair competition and undermining the Union’s climate objectives;

C. whereas the situation in Gaza constitutes a humanitarian calamity, with the Israeli Government using starvation, destruction of infrastructure and indiscriminate attacks amounting to genocide; whereas the Union has failed to suspend the EU–Israel Association Agreement[1] or to impose sanctions, in contrast to the measures which have been taken against Russia;

D. whereas the Commission has shown an incapacity and an unwillingness to address the deepening social and climate crises, in particular the backlash against social rights and the housing crisis across the Union, while weakening or abandoning core elements of the European Green Deal;

1. Rejects the EU–US trade deal as prejudicial, asymmetrical, and non-reciprocal, particularly with respect to tariff increases on EU exports versus zero tariffs for US imports, as well as the unilateral commitments of EUR 600 billion in investment and EUR 750 billion in energy projects in the United States, all undertaken without a democratic mandate;

2. Rejects the EU–Mercosur Agreement on the grounds that it poses a threat to farmers, to the environment and to public health, and calls on the Council not to authorise the signing of the deal;

3. Condemns the Commission’s failure to act in response to the Israeli Government’s brutal military assaults and systematic violations of international and humanitarian law in Gaza; calls for the immediate suspension of the EU-Israel Association Agreement, the imposition of sanctions on Israel, and a comprehensive arms embargo;

4. Condemns the Commission’s failure to address both the climate crisis and the social crisis across Europe and not taking any meaningful measures on social issues;

5. Concludes that the Commission under President von der Leyen has lost Parliament’s confidence and calls for its resignation due to its failures in transparency, accountability and upholding international law;

6. Censures the Commission;

7. Instructs its President to forward this motion of censure to the President of the Council and the President of the Commission and to notify them of the result of the vote on it in plenary,
