MOTION FOR A RESOLUTION on Systemic oppression, inhumane conditions and arbitrary detentions by the regime in Iran

European Parliament resolution on Systemic oppression, inhumane conditions and arbitrary detentions by the regime in Iran

(2026/2612(RSP))

The European Parliament,

-  having regard to its previous resolutions on Iran,

-  having regard to Rules 150(5) of its Rules of Procedure,

  1. whereas the Iranian Mullah regime conducts systemic oppression through arbitrary arrests, enforced disappearances, torture, extrajudicial killings, death penalty, collective punishment and inhumane detention conditions; whereas there has been an unprecedented surge in these practices since protests against the regime in 2019, 2022, and during the 2025-2026 protests;
  2. whereas the regime used “national security” as a pretext for repression against women, foreign and dual nationals, political opponents, journalists, human rights defenders; ethnic and religious minorities, including Kurds, Baluchis, Ahwazi Arabs, Baha’is, Christians among others;
  3. whereas Iranian security forces have committed massacres with death toll estimated between several thousands to over 35 000, tens of thousands of arbitrary arrests, with the true scale underreported;
  4. whereas detainees are held without access to lawyers or families and subjected to torture, ill-treatment and coerced confessions;
  5. whereas the UN Fact-Finding Mission concluded that Iranian authorities committed crimes against humanity during the 2022 protests;
  6. whereas Iranian authorities engage in hostage diplomacy, detaining foreign and dual nationals on fabricated charges, refusing to disclose their whereabouts;
  7. whereas the Islamic Revolutionary Guard Corps (IRGC) plays a central role in the repression, operating in a climate of impunity; whereas the EU designated the IRGC as a terrorist organisation in January 2026;

 

  1. Strongly condemns the Iranian regime’s systemic use of arbitrary detention, torture, extrajudicial killings, and death penalty as instruments of repression and control;
  2. Demands the release of all persons arbitrarily detained, including foreign and dual nationals held under fabricated charges;
  3. Calls for independent investigations into arbitrary detentions, killings, deaths in custody, torture, enforced disappearances and other crimes, including full access for UN-mandated mechanisms and preservation of evidence for future prosecutions; calls on the UN Security Council to refer Iran to ICC;
  4. Urges the Council and the Member States to expand targeted sanctions such as asset freezes and travel bans against individuals and entities responsible for the abuses, including IRGC and political leadership, judges, prison and security officials; for urgent and full enforcement of sanctions;
  5. Calls for coordination with allies to counter sanctions circumvention; calls for the expulsion of IRGC members’ relatives from the EU and heightened scrutiny of their assets;
  6. Calls for the EU and its Member States to provide protection for pro-democratic actors facing a serious risk to life including providing asylum, and to strengthen digital protection for Iranian civil society; calls on technology and satellite providers to ensure safe access to communication services;
  7. Calls on the VP/HR, in coordination with the Member States, to establish an EU diplomatic representation providing support to individuals at risk for exercising their fundamental rights;
  8. Expresses solidarity with the Iranian people, and reaffirms that the Iranian people are the sole legitimate source of sovereignty in Iran;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the Member States, the United Nations and the Iranian authorities.
