European Parliament resolution on Cambodia
The European Parliament,
- -having regard to its previous resolutions on Cambodia,
- -having regard to Rule 115(5) of its Rules of Procedure,
A. whereas on 24 February 2007, Hy Vuthy, president of the Free Trade Union of Workers in the Kingdom of Cambodia (FTUWKC) was shot dead in Phnom Penh’s Dangkao district,
B. deeply concerned by the fact that Hy Vuthy is the third FTUWKC official to be killed, following the killing in 2004 of Chea Vichea and Ros Sovannareth,
C. whereas Cambodia is a party to the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights, which both provide for the right of everyone to form trade unions and join the trade union of his or her choice as well as the right of trade unions to function freely,
1. Calls on the Government of Cambodia to prosecute those responsible for Hy Vuthy’s killing; asks the Cambodian Government to put an end to the prevailing climate of impunity;
2. Calls on the Cambodian authorities to respect fundamental freedoms, particularly the freedom to create free trade unions;
3. Calls on the European Union to take steps to ensure that fundamental freedoms, as enshrined in Article 1 of the EU-Cambodia Cooperation Agreement are respected and civil liberties genuinely implemented;
4. Instructs its President to forward this resolution to the Council, the Commission, the UN High Commissioner for Human Rights, the Special Representative of the UN Secretary General for Human Rights in Cambodia, and the government and National Assembly of the Kingdom of Cambodia.
