European Parliament resolution on Syria 
B6‑0224/2007

The European Parliament,

   -having regard to its previous resolutions on the situation of human rights in Syria (8 September 2005 and 15 June 2006),
   -having regard to its recommendation to the Council on the conclusion of a Euro-Mediterranean Association Agreement between the European Community and its Member States, of the one part, and the Syrian Arab Republic of the other part adopted on 26 October 2006,
   -having regard to the EU guidelines on human rights defenders,
   -having regard to the European Instrument for Democracy and Human Rights,
   -having regard to the International Government on Civil and Political Rights which was ratified by Syria on 21 April 1969,
   -having regard to Rule 115(5) of its Rules of Procedure,

   A.deeply concerned at the sentencing of Dr Kamal Labwani on 10 May 2007 to life imprisonment, commuted to 12 years imprisonment,
   B.whereas this verdict against the leader of the Liberal Democratic Union is based on allegations of intriguing with or contacting a foreign state to incite an act of aggression against Syria, a charge that was only later added to the case against him,
   C.whereas on 8 November 2005, Dr Labwani was arrested on a charge of spreading lies or false information, this charge being dropped in 2006 following a general amnesty,
   D.whereas on 13 May 2007, Michel Kilo, a Syrian intellectual and Mahmoud Issa, a Syrian political activist were sentenced to over three year prison terms by a criminal court in Damascus,
   E.whereas Michel Kilo and Mahmoud Issa have been sentenced merely for expressing their political views,
   F.expressing serious doubts that the rights to a fair trial and the rights of defendant have been respected,
   G.whereas Syria is governed by emergency laws introduced 43 years ago, which are used to justify the violation of human rights,

1.  Calls on the Syrian government to respect its commitment to freedom of opinion and the right to a fair trial, as laid down in the international government on civil and political rights ratified by Syria on 21 April 1969;

2.  Urges the relevant Syrian bodies to reverse the judgments, drop the charges still pending in the court and release Kamal Labwani, Michel Kilo and Mahmoud Issa;

3.  Further urges the Syrian authorities to reconsider all cases of political prisoners and release immediately all prisoners of conscience;

4.  Puts to the Syrian Government its serious concerns about the absence of progress in such areas as opening up to multi-party politics and respect for human rights and civil liberties;

5.  Points out that respect for human rights constitutes a vital component in any future EU-Syria Association Agreement;

6.  Calls on the Commission to assess annually the human rights situation in Syria and its compliance with the obligations under the Euro-Mediterranean Agreement and to report its findings within the framework of the Euro-Mediterranean Partnership;

7.  Instructs its President to forward this resolution to the Council, the Commission and the Government and Parliament of Syria.
