European Parliament resolution on The Channel Radio Caracas TV in Venezuela

The European Parliament,

- having regard to the Article 19 of the Universal Declaration of Human Rights,

- having regard to Rule 115(5) of its Rules of Procedure,

A.  whereas the President of Venezuela Hugo Chávez has announced that he was not going to renew the broadcasting licence of one of the country's leading television station, Radio Caracas TV (RCTV) and the license expires on 27 May 2007,

B.  whereas due to this decision a great number of workers will lose their jobs,

C.  whereas tens of thousands of Venezuelans have rallied in the streets of Caracas to protest against President Hugo Chavez's plans to close a private TV station,

D.  whereas the European Union seeks to promote democracy, good governance, the rule of law and the defence of all human rights,

E.  whereas projects seeking to develop pluralist information channels and strengthen the independent media in Venezuela are currently receiving funding pursuant to the European Initiative for Democracy and Human Rights (EIDHR),

F.  whereas there are profound concerns in Venezuelan society as regards real democracy, which entails the direct participation of the Citizens in public affairs,

G.  whereas media freedom is of primary importance for democracy and respect for fundamental freedoms, given its essential role in guaranteeing the free expression of opinions and ideas and in contributing to people's effective participation in democratic processes,

1.  Urges the Venezuelan authorities to adopt and implement without delay the necessary legislative measures to ensure the greatest respect for fundamental rights and, in particular, full respect for the freedom of media;

2.  Stresses that any restrictions on media freedom should be lifted immediately;

3.  Calls on the Government of Venezuela to respect the freedom of speech and media, democracy and international law;

4.  Calls on the Government of Venezuela to treat the media equally without discriminating them on the grounds of their political orientation, and calls the Government of Venezuela to engage in a dialogue with the private media;

5.  Instructs its President to forward this resolution to the Council, the Commission and to the Government of Venezuela.
