European Parliament resolution on the financing of the European programme of satellite radionavigation (Galileo) under the Interinstitutional Agreement of 17 May 2006 and the multiannual financial framework 2007-2013

The European Parliament,
– having regard to the Commission proposal to the European Parliament and the Council (COM (2004)0477/2),
– having regard to Parliament's position on the proposal for a regulation of the European Parliament and of the Council on the implementation of the deployment and commercial operating phases of the European programme of satellite radionavigation (P6_TA(2005) 0313),
– having regard to Parliament's resolution of 26 April 2007 (P6_TA (2007)0164) on the Galileo concession contract negotiations,
– having regard to the Commission Communication (COM (2007)261) 'Galileo at a cross-road: the implementation of the European GNSS programmes',
– having regard to the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management,
– having regard to Rule 54 of its Rules of Procedure,
1. Reminds the Council and Commission that the multiannual financial framework contains an amount of roughly EUR 1 billion foreseen for the operational expenditure of Galileo for the period 2007-2013 and that the financial reference amount under the amended proposal for a regulation on the implementation of the deployment and commercial operating phases of the European programme of satellite radionavigation is EUR 1.005 billion at current prices;
2. Expresses its concern at the possibility that the additional financing necessary to fill the gap following the failure of the Public-Private Partnership (PPP) could be agreed on an intergovernmental basis;
3. Will oppose any solution which would combine Community funding with additional intergovernmental funding;
4. Points out that the Commission must present a revised proposal for a regulation on the financing of the Galileo programme, which must be agreed upon by Parliament and the Council in codecision;
5. Reiterates its support for the Galileo programme, which is of an enormous European added value, and expresses its strong support for continuing it under EU responsibility;
6. Considers that under these circumstances the Galileo programme should be financed in full from the Union budget;
7. Is of the opinion that if the public sector assumes the complete financing of the project, as well as taking over some or all of the risks and liabilities, this factor should be taken into account in a future revised concession contract, especially as regards the reimbursement mechanism for public financial contributions and the prices of services;
8. Invites the Commission, therefore, to take the initiative of proposing a revision of the financial framework as foreseen by point 22 of the IIA or by the other means foreseen by the IIA;
9. Invites the Council to open negotiations with Parliament as soon as the Commission has presented the proposal;
10. Instructs its President to forward this resolution to the Council and Commission.
