Eiropas Parlamenta rezolūcija par situāciju Ķīnā pēc zemestrīces un pirms Olimpiskajām spēlēm

Eiropas Parlaments,

–  ņemot vērā iepriekšējās rezolūcijas par Pakistānu,

-  having regards to the Olympic Charter,

-  having regard to the results of the 25th round of the EU-China Human Rights Dialogue in Brdo, Slovenia, on 15 May 2008,

–  ņemot vērā Reglamenta 103. panta 2. punktu,

A.  whereas, according to the latest estimation, 10 million people have been affected by the earthquake in China that devastated large parts of the country, especially the province of Sichuan, almost 70 000 people where killed, including thousands of schoolchildren who died when their classrooms crumbled,

B.  whereas the earthquake left at least 5 million people without housing; whereas millions of livestock and a significant amount of agriculture were also destroyed, including 12.5 million animals,

C.  whereas the Chinese Government estimates that over 7 000 schoolrooms collapsed in the earthquake,

D.  whereas, as a result of the magnitude 8.0 earthquake and the many strong aftershocks, many rivers became blocked by large landslides, which resulted in the formation of 'quake lakes' which will eventually crumble under the weight of the ever-increasing water mass, potentially endangering the lives of millions,

E.  whereas the Chinese Government immediately organised rescue measures and humanitarian assistance; whereas China's rescue effort have been characterised as swift and very efficient,

F.  whereas the international community has been fast in offering aid to China, and whereas China has welcomed foreign aid; whereas the EU has provided € 2 million in fast-track humanitarian aid,

G.  whereas China has a poor record for protecting human rights, especially in areas such as human rights in Tibet, the country’s use of torture, the death penalty, and its violation of prisoners’ rights, as well as the general lack of rights necessary for democracy such as freedom of expression and independent media,

H.  ir pārliecināts, ka Eiropas Savienības un Ķīnas Tautas Republikas abpusējās interesēs ir papildus tirdzniecības attiecībām rast kopīgu starptautisku politisko un ģeostratēģisko bāzi, kura balstās uz pasaules tautu atzītu pamattiesību un demokrātisko vērtību ievērošanas un veicināšanas principa; whereas this common ground can only be achieved by dialogue and mutual respect,

I.  šajā sakarā ņemot vērā 2000. gadā sākto ES un Ķīnas strukturēto dialogu par cilvēktiesībām;

1.  Conveys its deep-felt condolences to the people of China, and in particular the victims of the terrible earthquake in the Sichuan province;

2.  Expresses its utmost respect for the way the Chinese government is dealing with the difficult situation after the earthquake;

3.  Welcomes the immediate reaction of the Commission and the offer to continue assistance; calls on the Commission to examine, in close cooperation with the Chinese Government, needs as regards humanitarian assistance and reconstruction;

4.  ir pārliecināts, ka Pekinas olimpiskās spēles ir lieliska iespēja, kuru laikā Ķīna var pierādīt atvērtību pasaulei un otrādi un apliecināt to, ka tā spēj pildīt saistības attiecībā uz visu Ķīnas iedzīvotāju pamattiesību veicināšanu bez jebkādiem izņēmumiem;

5.  Reiterates its view that supporting the Olympic Games and promoting human rights can go hand in hand; notes that, through China's hosting of the Games, and given Beijing's assurance that it will allow free coverage of the Games and their environment, discussions on human and democratic rights in China have been given a forceful impetus;

6.  Calls on the Chinese Government to put into practice freer conditions for the international media, as well as for the Chinese media, and to allow them to operate freely throughout the territory of the People’s Republic of China, including Tibet and Xinjiang;

7.  aicina Ķīnu ievērot saistības, kuras tā valstī ir noteikusi attiecībā uz cilvēktiesībām un mazākumtiesībām, un tiesiskuma principu, kas bija par pamatu tam, lai Starptautiskā Olimpiskā komiteja (SOK) pieņemtu lēmumu atļaut Ķīnai organizēt olimpiskās spēles;

8.  mudina Ķīnu neatkāpties no Ķīnas valdības amatpersonu solījumiem ratificēt ANO Starptautisko konvenciju par civilajām un politiskajām tiesībām un cer, ka tas tiks izdarīts pirms olimpiskajām spēlēm; aicina Ķīnu pilnībā ievērot un īstenot visus pārējos ar cilvēktiesībām saistītos starptautiskos nolīgumus un konvencijas, kuras tā ir parakstījusi;

9.  uzdod priekšsēdētājam nosūtīt šo rezolūciju Padomei, Komisijai un Ķīnas Tautas Republikas prezidentam, valdībai un parlamentam, kā arī Starptautiskajai Olimpiskajai komitejai.
