MOTION FOR A RESOLUTION on current developments in Ukraine

European Parliament resolution on current developments in Ukraine

The European Parliament,

–   having regard to its previous resolutions on Ukraine,

–   having regard to the Partnership and Cooperation Agreement (PCA) between the European Union and Ukraine, which entered into force on 1 March 1998, and to the ongoing negotiations on a new association agreement designed to replace the PCA,

–   having regard to the EU-Ukraine Association Agenda, replacing the Action Plan and endorsed by the EU-Ukraine Cooperation Council in June 2009,

–   having regard to Rule 110(2) of its Rules of Procedure,

A. whereas by virtue of its size, geographical location and historical, cultural, economic and other ties to Central and Western Europe, Ukraine is an important partner for the EU and a key regional actor;

B.  whereas the negotiations between Ukraine and the EU on the Association Agreement and the visa liberalisation have reached an advanced status and can be concluded by the end of 2012;

C. whereas the country for many years suffered from political instability, corruption, a privatisation which resulted in oligarchic economic structures, problems of energy supply and transfer to Europe caused by a anti-Russian policy of the former governments, social problems and dissatisfaction of Ukrainian citizens with their political rulers; whereas the recent elections resulted in political stability;

D. whereas corruption and abuse of power in Ukraine remains widespread and requires unequivocal response by the authorities in bringing those responsible to justice; whereas prosecutions and investigations must be impartial and independent and not be submitted to political ends;

1.  Considers the fight against corruption a fundamental factor for the establishment and the consolidation of the rule of law in Ukraine;

2.  Appeals to the EU and all neighbouring countries not to interfere into the internal affairs and to refrain from any economic or other pressure;

3.  Calls on the Council, the Commission and the EEAS:

a)   to make all necessary progress in order to achieve the rapid conclusion of an EU-Ukraine Association Agreement,

b)   to strive for the signing of the agreement by the Council and to make all documents relevant to the ratification process available to the European Parliament and to the national parliaments as soon as possible;

4.  Instructs its President to forward this resolution to the Vice-President of the Commission/ High Representative of the Union for Foreign Affairs and Security Policy, the EEAS and, for their information, to the Ukrainian authorities.
