MOTION FOR A RESOLUTION on Forced abortion scandal in China

The European Parliament,
– having regard to its previous resolutions on China in particular on respect of Human Rights,
– having regard to Rule 122 of its Rules of Procedure,
A. whereas respect for human rights, freedom of religion and freedom of association are founding principles of the EU and a priority of its foreign policy;
B whereas one child policy was established by Chinese Authorities in 1979 to limit population growth;
C. whereas China's one child policy during the last decades has produced on one hand selective clandestine abortion and on the other hand an imbalanced result birth-rate between boys and girls;
D. whereas in order to limit population growth fairer and voluntary tools can be envisaged (education/information/contraception/etc.) to better manage the Chinese demographic trend;
E. whereas forced abortion case of Feng Jiangmei who was seven months pregnant, has raised a widespread wave of indignation and condemnation in China and around the world;
F. whereas the Chinese law forbids abortion beyond six month, and thus the outrageous and violent forced abortion of Feng Jiangmei is illegal and the Shaanxi province Authorities has started an investigation;
1. Reiterates that the Strategic Partnership between the EU and the People's Republic of China should be based on shared principles and values;
2. Strongly condemns the outrageous and violent forced abortion of Feng Jiangmei in the north-western province of Shaanxi;
3. Takes note of the Shaanxi province Authority investigation on this specific case and expect from the Authorities to enlighten the responsibility and to condemn the responsible of this outrageous act;
4. Stresses the need to raise public awareness of the right to reproductive and sexual health, and considers sex appropriate education, information and confidential advisory services, and to facilitate access to contraception in order to prevent all unwanted pregnancies and illegal and high-risk abortions a better way to manage Chinese demographic trend;
5. Considers important the ongoing debate among the intellectual and academics whether or not to continue with the one-child policy in China;
6 Instructs its President to forward this resolution to the Council, the Commission, the High Representative of the Union / Vice-President of the Commission, the governments and parliaments of the Member States and the Government and Parliament of the People's Republic of China.
