European Parliament resolution on the situation in Bangladesh

(2013/2561(RSP))

The European Parliament,

     having regard to Rule 122 of its Rules of Procedure,

 

A.  whereas on 28 February 2013 the International Crimes Tribunal announced its decision to sentence Delwar Hossain Sayeedi, one of the Jamaat-e-Islami leaders, with death penalty;

B.  whereas Mr Sayeedi has been founded guilty of committing murder, rape, torture, persecution, forced religious conversion and abetment during Bangladesh War of Liberation in 1971;

C.  whereas crimes against humanity are inalienable;

 

1.  Is deeply concerned regarding the recent outbreak of violence in Bangladesh following the verdict of the Tribunal;

 

2.  Is shocked and saddened by the rapid deterioration of order across Bangladesh since Mr Sayeedi's sentence was handed down;

 

3.  Expresses its condolences to relatives and acquaintances of those killed and injured as a result of the violence;

 

4.  Acknowledges the need for reconciliation and accountability for the crimes committed during the 1971 war of independence;

 

5.  Remains strongly opposed to the use of death penalty, in all cases and under any circumstances;

 

6.  Reiterates the EU call on the Bangladeshi authorities to commute all death sentences, and introduce a moratorium on executions as a first step towards abolition of capital punishment;

 

7.  Encourages the Bangladeshi Government to ensure the Tribunal adheres strictly to all international judicial standards;

 

8.  Calls on the Bangladeshi authorities to redouble efforts to restore the rule of law and order in a fair and impartial way;

 

9.  Urges all political parties and religious authorities to exercise maximum restraint to avoid further violence;

 

10.  Encourages all parties to work together to bring calm and order in Bangladesh and strengthen efforts towards lasting reconciliation;

 

11.  Instructs its President to forward this resolution to the Bangladeshi Government and Parliament.
