European Parliament resolution on the European Parliament’s priorities for the Commission Work Programme 2014 (2013/2679(RSP))

The European Parliament,

–   having regard to the Commission Communication on the Commission Work Programme for 2014 (COM(2012) 629 final),

–   having regard to the Framework Agreement on relations between the European Parliament and the Commission(1), in particular Annex IV thereto,

–   having regard to Rule 35 of its Rules of Procedure,

A. whereas the fragility of the banking system, the continuing debt and deficit problems faced by Member States, the loss of European competitiveness in the global economy, high youth unemployment and the social hardship which results from economic decline present the EU with unprecedented challenges,

B.  whereas the long crisis will not be overcome without a significant further deepening of European integration, in particular for the euro zone, involving in due course treaty revision,

C. whereas the role of the Commission is to promote the general interest of the EU, to take appropriate initiatives to that end, to ensure the application of the Treaties, to oversee the implementation of EU law, to exercise coordinating, executive and management functions, and to initiate legislation,

D. whereas at the end of the current electoral mandate, all unfinished business lapses unless Parliament, the Council or the Commission make a reasoned request that specific items which have completed the first reading of the legislative procedure be resumed by the newly elected Parliament,

1.  Urges, as the top priority, the completion of the negotiations on the Multiannual Financial Framework (MFF) in time for the new cycle to begin on time at the start of 2014; warns, however, against infringement of Parliament’s budgetary and legislative prerogatives;

2.  Urges the Commission to insist that the Heads of State and Government stand behind the decisions they take in the European Council, and in particular to deliver the strategic roadmap for banking union, fiscal union and political union;

3.  Deplores the fact that, despite short-term crisis management measures, many of Europe’s banks remain undercapitalised, and the vicious circle between sovereign and bank debt has yet to be broken;

4.  Insists on the early completion of all the legislation necessary to put in place a single supervisory mechanism based on the European Central Bank;

5.  Reiterates its support for a single EU resolution mechanism for credit institutions, backed by a common European resolution fund; looks forward, moreover, to Commission proposals to create a European deposit guarantee scheme and to deepening discussions with the Commission and the Council on the European redemption fund;

6.  Supports the Europe 2020 growth strategy, the objective of which is to put in place the right policy framework for encouraging enterprise, creating jobs and raising living standards;

7.  Calls for action to complete the Commission’s current work programme before the end of its mandate, in particular with respect to the single market in services, the digital agenda, the internal market in energy, and the extension of deep free and fair trade agreements;

8.  Urges the Commission to give full effect, within the EU framework, to the creation of a convergence and competitiveness instrument as part of what needs to be done to establish a specific fiscal capacity for the euro zone; calls on the Commission to propose a convergence code, in the form of a binding legal act, which will complement the existing coordination of economic policies;

9.  Urges a comprehensive agreement on the data protection package which ensures high privacy standards for citizens, business and job opportunities in the digital economy and streamlined regulation; insists that this is a precondition for the adoption of an EU Passenger Name Record (PNR) scheme and counter-terrorism measures;

10. Urges the Commission to continue to improve the coherence of its legislative programme, to raise the quality of its legislative drafting, to strengthen its impact assessment of draft laws, to exploit correlation tables for the better transposition of EU law, and to back Parliament in its negotiations with the Council on the use of delegated acts; warns, moreover, that complex legislation, especially in the field of financial services, warrants sufficiently large public and parliamentary debate;

11. Urges the Commission to intensify and reinforce its efforts to protect the financial interests of the EU, to make a proposal on the establishment of a European Public Prosecutor’s Office and to complete delayed reform of the European Anti-Fraud Office;

12. Proposes to engage in intensive negotiation with the Council and Commission during the last weeks of its mandate to complete as many dossiers as possible, fully respecting the legislative procedures as laid down in the Lisbon Treaty;

13. Calls on the Commission to take due note of the sector-specific positions of Parliament as set out in the annex to this resolution;

14. Instructs its President to forward this resolution to the Council, the Commission and the governments and parliaments of the Member States.

ANNEX TO THE RESOLUTION ON THE COMMISSION WORK PROGRAMME 2014

Implementation

15. Emphasises the importance of the proper and timely implementation of EU law through national legislation, and urges the Commission, if necessary, to open infringement proceedings to ensure proper transposition and effective enforcement;

16. Urges the Commission to propose the introduction of compulsory national management declarations signed at the appropriate political level covering EU funds under shared management;

17. Invites the outgoing Commission to review the 2010 Framework Agreement on relations between Parliament and the Commission with the incoming Parliament before the end of its own term of office;

18. Proposes to initiate a revision of the 2003 Interinstitutional Agreement on Better Law Making;

Single Market

19. Calls on the Commission to continue to focus on improving the governance of the single market, to renew its drive to administrative simplification, to give due weight to the consideration of the proportionality of proposed measures, and to monitor progress with a view to the full implementation of the single market acquis, especially in the services sector;

20. Welcomes the Commission’s Single Market Act II proposals for priority actions to boost growth, employment and confidence in the single market; encourages the use of enhanced cooperation where appropriate and necessary;

21. Calls on the Commission to be more systematic in assessing the impact of its proposals on small and medium-sized enterprises (SMEs) on which Europe relies for many new jobs; in this regard, urges the Commission actively to discourage ‘gold-plating’ of EU law at national level, something which distorts the level playing field in the internal market;

22. Welcomes the new Consumer Product Safety Regulation (2013/0049 (COD)), which guarantees consumer health and safety but also facilitates trade in goods, especially for SMEs;

23. Calls for proposals to accomplish the single European telecommunications market, including measures to abolish roaming charges, no later than 2015; looks forward to the adoption of the collective rights management directive proposal;

24. Regrets the delay in the presentation of proposals on the revision of EU trademark law and urges the Commission to work intensely with Parliament and the Council to conclude a first reading agreement by the end of the mandate;

25. Welcomes the Commission proposal on disclosure of non-financial information and calls on the Commission to work closely with Parliament and the Council to conclude a first agreement by early 2014;

26. Insists on the need to implement the roadmap to a resource-efficient Europe in order to create incentives for the development of the green economy, including the integration of resource efficiency measures in the European Semester, as foreseen in Europe 2020;

27. Calls on the Commission to bring forward without delay proposals to address the structural weaknesses of the current Emission Trading System;

28. Calls on the Commission to present, as soon as possible, legislative proposals for a 2030 climate and energy policy framework for the Union that are consistent with a cost‑effective pathway towards the EU 2050 CO2 reduction objective;

29. Calls on the Commission to present a detailed action plan of measures designed to achieve a fully integrated and interconnected single market in energy;

30. Calls for a rapid conclusion of the negotiations on the Connecting Europe Facility;

31. Calls on the Commission to honour its commitment to guarantee the full completion of the single European rail area, and to extend the competences of the European Railway Agency in the field of certification and safety;

32. Regrets the failure to implement in full the Single European Sky initiative, and calls on the Commission to pursue its efforts in this regard;

Agriculture and fisheries

33. Welcomes the commitment of the Commission to the production of high-quality food and respect for the ecology and patrimony of the countryside; urges the close alignment of the Common Agricultural Policy (CAP) with the Europe 2020 strategy in order to encourage innovation in farming and to enhance both the sustainability and the competitiveness of European agriculture;

34. Welcomes the Commission’s new proposal on the Animal and Health Package, and its dedication to combating disease in animals, plants and seeds by putting in place efficient controls and surveillance and simplified legislation;

35. Stresses that the new European Maritime and Fisheries Fund must improve the measures aimed at reducing fleet capacity; insists that the new Common Fisheries Policy must be underpinned by reinforced control measures and that financial aid must adhere to strict conditionality;

Citizens Europe

36. Calls on the Commission to promote measures such as reform of labour markets where structural problems are hindering the entrance of young people, and to support Member States in implementing a Youth Guarantee with a view to helping young people into jobs or education four months after leaving school or becoming unemployed;

37. Calls on the Commission to produce an annual report on the reform of vocational training systems in the Member States, thereby making a long-term structural contribution to improving young people’s employability;

38. Supports initiatives at EU level to complement national efforts in increasing micro-credit and boosting social entrepreneurship providing services that are not sufficiently provided by the public or private sector;

39. Notes that the Council should adopt as soon as possible the proposal for a Council directive on implementing the principle of equal treatment between persons irrespective of religion or belief, disability, age or sexual orientation; calls on the Commission to continue to support the overcoming of the difficulties within the Council; notes that anti‑discrimination policy plays a key role in promoting social inclusion and employment for people with disabilities;

40. Calls for the enlargement of the powers of the Fundamental Rights Agency; urges all the institutions to speed up the EU’s accession to the European Convention on Human Rights (ECHR); calls on the Commission to propose an EU roadmap against homophobia and discrimination on the grounds of sexual orientation and gender identity, as well as to launch the awaited proposal on mutual recognition of the effects of civil status documents;

41. Calls on the Commission to propose the enlargement of the scoreboard on justice to cover also the rule of law, democracy and fundamental rights; urges the bringing forward of a proposal for a new mechanism to ensure the promotion of fundamental rights and the rule of law within the EU, including a system to monitor and address the development of critical situations at national level;

42. Calls on the Commission to issue guidelines to ensure that the Schengen rules are correctly implemented by the Member States so that freedom of movement of persons is fully respected and any misuse or abuse of the possibility of reintroducing controls at internal borders is avoided;

43. Calls on the Commission to bring forward its review of the Data Retention Directive (2006/24/EC);

44. Urges the Commission to facilitate the rapid completion of the trilogue on the European political party statute in time for the elections to the European Parliament;

Foreign policy

45. Calls for the Commission to contribute constructively to the review of the European External Action Service (EEAS) with a view to working together with the Council and Parliament to support well-coordinated initiatives in the field of common foreign and security policy;

46. Expects legislative initiatives to revise the legal bases for the next generation of external financial assistance instruments, using to the full the system of delegated acts; calls for more flexibility in disbursing financial assistance in crisis situations;

47. Expects the Commission to continue to support the EU’s traditional enlargement policy; believes that the EU would lose moral authority and political credibility worldwide were it to close its doors to its neighbours;

Trade

48. Remains committed to a multilateral approach to international trade and calls on the Commission to support current WTO initiatives; urges the facilitation of the accession of China to the Agreement on Government Procurement; recognises the need for continuing progress in reaching bilateral free trade agreements with significant partners, and in particular the USA.
