MOTION FOR A RESOLUTION on harmonising national laws addressing football violence

Motion for a European Parliament resolution on harmonising national laws addressing football violence

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas football violence has become so common and so widespread in recent years that national law enforcement agencies have been obliged to devote an increasingly amount of time and resources to preventing and dealing with it;

B.     whereas special centres have been set up to monitor football violence and to ensure proper crowd control through the deployment of police and emergency services, as well as to make sure that safety and security standards are met at grounds;

C.     whereas it is generally acknowledged that football violence is caused by groups of individuals, not all of whom are necessarily fans, with shared interests who, when they are together, feel able to do and say things they very probably would not do and say if they were on their own;

D.     whereas, according to a psychoanalytical definition, such groups are ‘systems bound together by a range of aspects which, taken together, lead to forms of behaviour in which the individual is subordinated to the group, which then shows psychotic tendencies';

E.     whereas the approach to this problem differs from Member State to Member State, given that the frequency and severity of football violence depends on the makeup of the individual groups of fans who follow their teams all around Europe;

1.      Calls on the Commission to bring forward a proposal for a regulation harmonising national laws addressing football violence, in order to ensure that clear, uniform rules are applied in all Member States.
