Motion for a European Parliament resolution on combating illegal cabotage in Europe: revision of the Commission list annexed to Regulation (EC) No 1071/2009
The European Parliament,
– having regard to Rule 133 of its Rules of Procedure,
A. whereas in June 2014 the Commission finalised a list to be annexed to Regulation (EC) No 1071/2009 specifying the serious infringements of EU rules which might cause any offending road transport operator to lose its good repute;
B. whereas, however, trade associations representing road hauliers maintain that a list-based arrangement is not the right way to resolve the problems in the sector; whereas the list does not cover cabotage, which will continue to be tolerated and will not entail the loss of good repute; whereas the list does not allow for failure to enforce EU social and labour legislation, which is being systematically breached, given that drivers are continually being recruited through sham channels, obligations concerning social security contributions are being evaded, and drivers are working or being employed for minimum wages;
1. Calls on the Commission to revise the provision in question in order to close the loopholes and bring it into line with the needs which the road haulage industry has repeatedly highlighted.
