Motion for a European Parliament resolution on suspending humanitarian aid to the Tindouf camp due to the diversion of funds by the Polisario Front

The European Parliament,

–  having regard to Articles 196 and 214 of the Treaty on the Functioning of the European Union,

–  having regard to Council Regulation (EC) No 1257/96 of 20 June 1996 on humanitarian aid,

–  having regard to conclusion No. 91 (LII) of the Executive Committee of the United Nations High Commission for Refugees of 2001,

–  having regard to Rule 133 of its Rules of Procedure,

A. whereas the European Anti-fraud Office (OLAF) has revealed the existence of a network diverting humanitarian aid, which instead of being given to refugees has been redistributed to sub-Saharan markets;

B. whereas the UN High Commission for Refugees (UNHCR) has been unable to make a reliable census of the population of the Tindouf camp;

1. Condemns the attitude of the Algerian authorities in refusing to cooperate with the High Commission for Refugees to establish a transparent census and combat the diversion of humanitarian aid by the Polisario Front;

2. Calls on the Commission immediately to suspend humanitarian aid for the Tindouf camp as long as no census of the number of refugees has been undertaken by UNHCR;

3. Instructs its President to forward this resolution, together with the names of the signatories, to the Commission, the Council and the Member States.
