MOTION FOR A RESOLUTION on re-establishing diplomatic relations with Syria

European Parliament resolution on re-establishing diplomatic relations with Syria
The European Parliament,
– having regard to the 1977 cooperation agreement between the European Union and Syria,
- having regard to Resolution 2139 (2014) adopted by the United Nations Security Council on 22 February 2014,
– having regard to Rule 133 of its Rules of Procedure,
A. whereas the humanitarian crisis in Syria is worsening all the time and the fighting is intensifying every week;
B. whereas humanitarian aid can only be provided in cooperation with the local authorities;
C. whereas jihadist groups are threatening the stability of European countries;
D. whereas it is high time that steps were taken to help the Syrian Government respond to the humanitarian disaster caused by the actions of Islamist armed terrorist groups;
E. whereas, if the conflicts affecting Syria are to be resolved, discussions must be held with all parties, starting with the country's de jure authorities;
1. Calls on the European Union and its Member States to reopen their embassies in Damascus;
2. Calls for the re-establishment of normal diplomatic relations with Syria, as a prelude to the resumption of dialogue with the Syrian authorities;
3. Calls for the resumption of security cooperation with the Syrian armed forces, with a view to combating jihadist groups;
4. Instructs its President to forward this resolution to the Commission, the Council and the Member States.
