Motion for a European Parliament resolution on international adoptions  

The European Parliament,

–         having regard to Italian Law No 184 of 4 May 1983, on a child's right to a family,

–         having regard to Rule 133 of its Rules of Procedure,

A.  whereas the projections for the first half of 2014 have shown a negative record, with only 930-950 children being authorised to come to Italy, i.e. a decline of some 30% compared to the same period of the previous year;

B.  whereas the reasons for such a decline are the red tape, excessively long waiting times, high costs of the procedures and complexity of the adoption guidance given by the authorities;

C. whereas the bureaucratic process needs to be streamlined, also by revising the current legislation; 

D. having regard to the possible abolition by the juvenile court of the certificate of suitability and the simplification of the couples selection procedure, which hitherto have been the sole responsibility of the public services, in exchange for a more rational procedure to accompany and train couples before and after adoption, to include cooperation between public services and the private services provided by authorised bodies; 

1.        Calls on the Commission to check the proposals which have been made to encourage international adoptions.
