MOTION FOR A RESOLUTION on the situation of the Yarmouk refugee camp in Syria

European Parliament resolution on the situation of the Yarmouk refugee camp in Syria

(2015/2664(RSP))

The European Parliament,

–     having regard to its previous resolutions on Syria,

–       having regard to the Foreign Affairs Council conclusions on Syria,

–       having regard to the Declaration by the High Representative on behalf of the European Union on the situation in the Yarmouk Palestinian refugee camp in Syria,

–       having regard to the Statement of the High Representative and Vice-President Federica Mogherini and the Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides on the situation in Yarmouk, Syria,

–       having regard to the Joint Communication from the Commission and the HR/VP to the European Parliament and the Council on elements for an EU regional strategy for Syria and Iraq as well as the Da'esh threat,

–       having regard to the Universal Declaration of Human rights,

–       having regard to the Declaration of the Rights of the Child,

–       having regard to International Humanitarian Law,

–       having regard to Rule 135 of its Rules of Procedure,

A.  whereas the ongoing violent crisis in Syria as a result of the Assad regime and terrorist violence has resulted in a humanitarian crisis,

B.  whereas 12.2 million people are in need of humanitarian assistance inside Syria, 7.6 million people are Internally Displaced Persons and in addition 3.9 million Syrians are refugees in neighbouring countries,

C.  whereas among the approximately 18,000 population inside Yarmouk, including 3,500 children, deaths have been reported as a result of hunger, malnutrition, dehydration and illness due to a lack of medical care inside the Yarmouk refugee camp,

D.  whereas the civilian population in the Yarmouk camp were besieged by the Assad regime and continue to be trapped inside the camp with almost no access to humanitarian assistance for nearly two years,

 

 

 

1.  Expresses grave concern about the terrible and critical humanitarian situation in the Yarmouk refugee camp in Syria, which continues to be a scene of fighting between rivalry armed groups and which have led to the displacement of innocent civilians;

2.  Notes the six-point plan that was reached during the second round of Moscow talks; urges all belligerents and all parties with influence, including the Assad regime, to respect human rights and international law; to enable immediate and unconditional humanitarian access and provide a safe passage for all civilians who wish to leave Yarmouk;

3.  Condemns any siege of the Yarmouk refugee camp and all acts of violence and terrorism perpetrated; calls on all terrorist organizations to withdraw from Yarmouk immediately; calls on the Assad regime to lift the siege and blockade of the Yarmouk camp; strongly condemns shelling of the Yarmouk camp with barrel bombs and artillery barrages by the Assad regime;

4.  Strongly condemns the gruesome human rights abuses and violations committed by the Assad regime, the terrorists of ISIL/Daesh and other jihadi groups in Syria; Condemns Iran's interference in the Syrian conflict and calls upon Iran to cease its financial and military support to the Assad regime and other Islamist groups, including Hezbollah;

5.  Believes the instability and conflict in Syria, caused by the Assad regime's war against its own people, has created the conditions for ISIL/Da'esh to flourish and led to wider instability and violence in the region; calls on the Assad regime to stop any cooperation with ISIL/Da'esh in the energy sector;

6.  Calls on the international coalition and the United Nations to prevent ISIL/Da'esh to export oil from the fields they have captured; to cut other sources of its revenue and to place an embargo on all the oil exported from Syria;

7.  Expresses its deep sympathy to the victims of the atrocities committed by the Assad regime, the terrorists of ISIL/Daesh and other jihadi groups; strongly condemns ISIL/Daesh abuses against children, the use of executions torture and sexual violence in the conflict; stresses the importance of taking appropriate steps to ensure the safety of innocent civilians, including women and children, as well as members of religious and ethnic minority groups; reiterates that the right to freedom of thought, conscience and religion is a fundamental human right;

8.  Stresses that the ongoing war in Syria and the recent threat posed by ISIL/Da'esh constitute a serious danger to the people of Syria, and to the broader Middle East; calls for the EU to contribute to joint efforts to mitigate the humanitarian crisis and end the conflict in Syria and play a role in helping neighbouring countries to provide shelter for refugees fleeing the conflict in Syria;

9.  Condemns the apathy by the Palestinian Authority to alleviate the suffering of the Palestinians stuck in Syria and calls upon the leadership to immediately accept the United Nations' brokered deal for their resettlement;

10.  Supports all those engaged in the fight against the ISIL/Da'esh terrorism and other armed/terrorist groups; stresses that such cooperation is vital to the security of the region;

11.  Voices grave concern about the number of foreign fighters, including EU Member States citizens, who have joined the ISIL/Da'esh insurgency; further calls for increased international cooperation to take appropriate action to counter terrorism and hold those responsible to account;

12.  Expresses deep concern about the increasing capture of territory by ISIL/Da'esh in the southern and western parts of Syria; is deeply concerned about the recent capture of the Nasib border crossing between Syria and Jordan by the Jabhat al-Nusra and the collaboration between ISIL/Da'esh and Jabhat al-Nusra, specifically on the Qalamoun mountains separating Syria and Lebanon; condemns the newly proclaimed province ("wilayet") in the province of Hama by ISIL/Da'esh;

13.  Instructs its President to forward this resolution to the Vice President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Council, the Commission, the EU Special Representative for Human Rights, the governments and Parliaments of Member States, the Secretary General of the United Nations and the United Nations Human Rights Council and all the parties involved in the conflict in Syria.
