Motion for a European Parliament resolution on renationalising the Common Agricultural Policy (CAP)  

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas the recent reform of the CAP has given rise to an unprecedentedly complex body of rules;

B.     whereas the policy of greening the CAP has added significantly to the array of eligibility criteria, with the result that green subsidies now make up 30 % of total farm support;

C.     whereas, in 2014, the Commission concluded that France had not performed adequate checks on land use to determine entitlements under the single payment scheme, which had led to overpayments, and should thus pay back one billion euros, the bill to be footed by the French taxpayer;

D.     whereas the majority of CAP support still goes to the biggest farms and companies, and whereas 60% of European farms therefore receive less than 20% of the total subsidies;

E.     whereas, even after CAP subsidies have been taken into account, France's net contribution to the EU budget is EUR 9.4 billion;

F.     whereas the principle of subsidiarity holds that action should be taken at the level at which problems can be dealt with most effectively;

1.      Calls on the Commission to renationalise agricultural policy.
