Motion for a European Parliament resolution on guarantees for security services  

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas, in the wake of the attacks targeting the Charlie Hebdo offices and the Hyper Cacher supermarket in Paris, many European governments are reviewing their national security legislation in the light of the new threat posed by Islamic terrorism;


B.     whereas the key issue here is that security service officers must be given the guarantees necessary to carry out properly the duties assigned to them;


1.      Considers that officials should be able to act within their remit without fear of future court proceedings for offences arising from infringement of the rules;


2.      Calls on the Commission and Council to take the urgent measures necessary to ensure that secret service operatives engaged in high-risk anti- terrorist operations uniformly receive the necessary and essential guarantees in the various Member States.
