on accommodation arrangements for persons staying with a child undergoing medical treatment

Motion for a European Parliament resolution on accommodation arrangements for persons staying with a child undergoing medical treatment  

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas the EACH Charter (EACH being the European Association for Children in Hospital), which was adopted in Leiden in 1988, lists the rights that all children should enjoy before, during, and after a stay in hospital;

B.     whereas children in hospital are entitled to have a parent or a parent substitute with them for the entire duration of their stay;

C.     whereas many parents cannot afford to spend time with their children while the children are being treated in hospital, especially in one outside the family’s place of residence;

D.     whereas, when a child is being treated in a hospital in a foreign country, the mother’s right to stay with him or her can be exercised only when the child needs to be breast-fed or if, on the basis of a prior statement of medical reasons, such an arrangement is necessitated by the child’s state of health;

E.     whereas parents cannot go to work or carry out their domestic tasks, and whereas they should not have to incur any loss of income;

1.      Calls on the Commission to issue guidelines with a view to encouraging Member States to apply a harmonised approach to accommodation entitlements for persons staying with children being treated in hospitals, proceeding in accordance with the Charter adopted.
