Motion for a European Parliament resolution on underage drinking  

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.  whereas the rate of alcohol abuse among young people in the majority of European countries is higher than in the US, since 65% of minors in Europe drink alcohol on average twice a month and 9.8% do so more than ten times a month;

B.  whereas a high percentage of young people in a majority of European countries drinks excessive amounts of alcohol even before the age of 13;

C.  whereas the enforcement of provisions concerning the legal purchase of alcoholic beverages in combination with suitable education programmes has positive results in preventing the consumption of alcoholic beverages by minors;

D.  whereas the short-term consequences of alcohol abuse, such as accidents and violence, pose a particular threat to minors;


1.      Calls on the Commission and Member States effectively to enforce provisions relating to the consumption of alcohol by minors, taking into account cultural practices.
