MOTION FOR A RESOLUTION on culture and education in the negotiations on the Transatlantic Trade and Investment Partnership (TTIP)

Motion for a European Parliament resolution on culture and education in the negotiations on the Transatlantic Trade and Investment Partnership (TTIP)

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas the TTIP is a trade agreement being negotiated between the European Union and the United States which provides for the establishment of a transatlantic free trade area in 2015;

B.     whereas ‘[the] TTIP will tolerate continued cultural promotion and protection measures only if these are non-discriminatory’, with the result that subsidies for the publishing sector and fixed book price policies could be put at risk;

C.     whereas culture and education should not be treated as market sectors in which profit takes precedence over all other concerns;

D.     whereas the TTIP will result in cultural homogenisation and the triumph of one Americanised, globalised culture which has the financial resources it needs to assert itself over individual national cultures and European culture;

E.     whereas the TTIP may intensify the drive towards commercialisation and privatisation;

1.      Calls for an immediate halt to negotiations on the TTIP or, failing that, for the subjects of culture and education to be excluded from the negotiations;

2.      Instructs its President to forward this resolution, together with the names of the signatories, to the Commission and the Council.
