MOTION FOR A RESOLUTION on the need to combat exploitation and social dumping in the road haulage sector

Motion for a European Parliament resolution on the need to combat exploitation and social dumping in the road haulage sector

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas according to the Confcommercio report 'Analyses and forecasts for goods transport in Italy' presented in Rome on 27 May 2015, in the period between 2008 and 2012, the Italian goods transport sector shed a total of 27 000 jobs;

B.     whereas workers in that sector saw volumes of demand reduce by two-thirds between 2003 and 2013, whilst eastern European hauliers experienced a five-fold increase; whereas the amount of goods that these eastern European operators bring into Italy has increased from 7% in 2003 to 47%, while that same statistic for their Italian counterparts has fallen from 33% to 15%;

C.     whereas the malfunctioning single market is the main cause of the present crisis where regulatory asymmetries that are still prevalent between Member States are fostering the spread of social dumping; whereas, for example, eastern European cooperatives, in particular from Romania, assisted by a system in which tax and social security contributions are lower, are hiring unemployed Italian hauliers, before ‘loaning’ them back to the very companies that made them redundant in the first place at a reduced fee;

1.      Calls on the Commission to take action to ensure that competition in the European road haulage sector is no longer based on exploitation and social dumping.
