MOTION FOR A RESOLUTION on the establishment of an agency to monitor and catalogue Europe's archaeological heritage

Motion for a European Parliament resolution on the establishment of an agency to monitor and catalogue Europe's archaeological heritage

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

–       having regard to Decision No 1194/2011/EU,

–       having regard to Article 4 of the Treaty on the Functioning of the European Union,

–       having regard to Article 1 of the UNESCO Statutes;

–       having regard to Articles 2, 3 and 5 of the European Convention on the Protection of the Archaeological Heritage;

A.     whereas a significant proportion of the world’s archaeological heritage is located in Europe;

B.     whereas protecting Europe’s archaeological heritage is both a moral and civic duty for all the Member States;

C.     whereas protecting and maintaining archaeological sites as tourist attractions can play a role in the difficult process of fostering economic recovery in many Member States, including Italy;

D.     whereas Italy in particular is having serious problems in managing its archaeological sites, as exemplified by the case of Pompeii, where the ruins are being neglected and left exposed to the elements, a scandal to which Europe and the international community seem to be completely indifferent;

1.      Calls on the Commission to propose the setting-up of an agency to monitor and catalogue Europe’s archaeological heritage which can provide the Member States with coordinated and effective help in protecting that heritage.
