28.9.2015

pursuant to Rule 133 of the Rules of Procedure

Aldo Patriciello

B8-0992/2015

Motion for a European Parliament resolution on climate refugee status

The European Parliament,

–  having regard to the 1951 Geneva Convention relating to the Status of Refugees,

–  having regard to Directive 2011/95/EU,

–  having regard to Directive 2013/32/EU,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas immigration is currently a problem and whereas the relevant European policies have to be implemented;

B.  whereas heated debate is taking place on the substantial increase in migration likely to result from climate change;

C.  whereas in Syria, for example, the exceptional drought in the three years from 2007 to 2010, which, given its intensity, can be considered to have been caused by climate change, has served to exacerbate the conflict that has been ongoing since 2011, and has brought about massive migration;

D.  whereas as yet climate refugee status does not exist in international or European law;

1.  Calls on the Commission to propose rules establishing climate refugee status.
