Motion for a European Parliament resolution on the investigation of alleged transportation and illegal detention of prisoners in EU countries by the CIA
The European Parliament,
– having regard to Article 3 of the European Convention for the Protection of Human Rights and Fundamental Freedoms,
– having regard to Article 7 of the Treaty on European Union,
– having regard to Rule 133 of its Rules of Procedure,
A. whereas according to a study by the Committee on Civil Rights, Justice and Home Affairs (LIBE), political and judicial investigations in some EU countries into the alleged transportation and illegal detention of prisoners in EU countries by the CIA have not proved effective;
B. whereas Parliament has frequently condemned the fact that the CIA’s secret detention programmes and the supine attitude of EU countries has resulted in human rights being violated;
C. whereas one of the solutions proposed by the LIBE Committee refers to the adoption of a code stipulating when ‘national security’ and ‘state secrets’ may not be invoked;
1. Calls on the Commission to propose a clear and homogeneous legislative framework to prevent breaches of human rights.
