Motion for a European Parliament resolution on educational poverty  

The European Parliament,


–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas Article 9 TFEU stipulates that, in defining and implementing its policies and activities, the Union shall take into account requirements linked to the fight against social exclusion, and a high level of education, and whereas Article 14 of the Charter of Fundamental Rights of the European Union stipulates that everyone has the right to education and to have access to vocational and continuing training;

B.  whereas the five objectives that the EU must attain by 2020 include reducing early school-leaving, increasing the number of people aged 30 to 34 who have a university education and reducing the number of people at risk of, or living in, poverty and exclusion;

C.  whereas the report published by Save the Children on 9 May 2016 indicates that, because of the lack of educational facilities, Campania and Calabria are in the sad position of heading the list of regions in Italy suffering from educational poverty, which is a source of economic poverty and vice versa;

1.  Calls on the Commission to devise measures which, in accordance with the provisions of Article 166 TFEU on the implementation of a vocational training policy which supports and supplements the action of the Member States, will help to eliminate situations that hamper the full personal development of each citizen of the Union.
