Motion for a European Parliament resolution on the traceability and conformity of Spanish wine imports into France and the distortion of competition they cause

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas in 2015 alone, Spanish wine producers exported 550 million litres of table wine to France, which accounted for 75% of France's total wine imports and represented a 60% rise over the last five years;

B.  whereas Spanish bulk wine is sold at 35 cents per litre, which is half the price of table wine produced in France;

C.  whereas the price difference is mainly due to massive social dumping, i.e. the use of foreign workers who are illegal and can therefore be exploited at will;

D.  whereas Spanish wine is often presented in packaging bearing the words ‘produced in France’;

1.  Urges the Commission to investigate such unfair practices that are causing serious harm to French producers, to support French producers economically and to immediately put in place all appropriate measures to protect consumers from these fraudulent commercial practices, as provided by Articles 114 and 169 of the Treaty on the Functioning of the European Union.
