Motion for a European Parliament resolution on the establishment of a common defence system  

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  having regard to the speech of the President of the Commission, Jean-Claude Juncker, on the state of the Union,

B.  whereas cooperation between the various security agencies of the Member States needs to be strengthened in order to implement the EU’s defence system;

C.  having regard to the establishment of a European Defence Fund to finance research and innovation in the sector and the implementation of a provision of the Treaty of Lisbon according to which those Member States which so desire may pool their military capacities in the form of permanent enhanced cooperation;

1.  Calls on the Commission to set up a working group consisting of the best experts in the field to develop a common defence system for the European Union by setting up a single headquarters for civilian and military missions.
