Motion for a European Parliament resolution on the harmonisation of the Member States’ family policies with a view to boosting demographic growth

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas in Europe the overall population is no longer increasing naturally, and whereas most of the regions affected by falling birth rates are in eastern and southern Member States; whereas in 2014 a population drop of more than 15 per 1000 head of population was recorded in 17 NUTS 3 regions (source: Eurostat);

B.  whereas the number of deaths exceeds the number of births in many EU countries, including Germany, Hungary, Romania, Bulgaria, the Czech Republic, Switzerland and the Baltic States;

C.  whereas there are many obstacles to the planning and implementation of family policies at EU level, and the result has been the emergence of a two-speed Europe whose approach to this issue is half-hearted and neutral;

D.  whereas falling birth rates are harming both society and the economy;

1.  Calls on the Commission to put forward a new proposal for a regulation or directive with the aim of standardising policies which have a direct and indirect impact on families, placing the emphasis on the gradual application across the board of the best practices employed in certain Member States (France, Belgium, Spain and Portugal) and on increasing the birth rate.
