Motion for a European Parliament resolution on the development of differentiated and à la carte forms of cooperation
The European Parliament,
– having regard to Rule 133 of its Rules of Procedure,
A. whereas for many years citizens throughout Europe have used a number of referenda – most notably the referendum on Brexit – to express their profound distrust of supranationalism; whereas it is now clear that a new way forward is needed to build the Europe of tomorrow;
B. whereas each nation should be free to choose its way of life, partners and forms of cooperation by democratic means;
1. Calls for the introduction and development of differentiated forms of cooperation that:
– are flexible in terms of geographical boundaries, areas of competence and objectives,
– operate on the basis of the unanimity/consensus/constructive abstention principles,
– have no fixed rules of establishment and operation,
– are supported by the Commission, which will be responsible for ensuring their successful administration and smooth functioning, including their coordination and close alignment, and will also act as a source of stimulation and information,
– are free to create their own alternative ad hoc institutions linked to the EU by a liaison secretariat,
– are open to third countries with the aim of promoting common values and interests on a broader basis;
2. Instructs its President to forward this resolution to the Council, the Commission and the governments and parliaments of the Member States.
