Motion for a European Parliament resolution on terrorism in Europe: deportation of convicted foreign terrorists
The European Parliament,
– having regard to Rule 133 of its Rules of Procedure,
A. whereas, in 2017, in Barcelona, Manchester, Stockholm and Turku (Finland), individuals from Uzbekistan, Libya and Morocco drove into a crowd, attacked a concert and attacked a market respectively;
B. whereas, according to Europol and Eurojust, 1537 individuals have been convicted in Europe for terrorist-related activities between 2014 and 2016, and one‑third of those convicted did not have European citizenship;
C. whereas in 1996, after the first attack on the World Trade Center, President Clinton signed an anti-terrorism law requiring the expulsion of all foreign residents sentenced to at least one year’s imprisonment;
D. whereas, since 2014, 40 000 terrorists from 110 countries have fought in the ranks of ISIS; whereas, in the aftermath of the war, some of those individuals will come to Europe; whereas it is inevitable that some of them will still be convinced by the doctrine of ‘jihad’;
1. Calls on Europol to publish, in its annual report on terrorism in Europe, the names of those convicted;
2. Calls on the Commission to recommend that all foreign terrorists should be banned from European soil as soon as they have completed their prison sentences.
