Motion for a European Parliament resolution on the situation of ‘white farmers’ in South Africa
The European Parliament,
– having regard to Articles 2, 3, and 21 of the Treaty on European Union,
– having regard to Article 1 of Protocol No 1 to the Convention for the Protection of Human Rights and Fundamental Freedoms:
– having regard to Rule 133 of its Rules of Procedure,
A. whereas, according to the Afriforum Navorsings-Instituut (26/04/2017), the number of attacks against landowners of European origin (‘white farmers’), who hold 73% of the land, is increasing in South Africa, rising from 96 attacks in 2011 to 357 in 2017, including 74 deaths, 13 cases of torture and 6 rapes;
B. whereas, according to the South-African Institute of Race Relations (SAIRR), these attacks are linked in particular to the ‘racial nature of the stigmatisation of white farmers’;
C. whereas on 27 February 2018 the South African Parliament initiated a revision of Section 25 of the Constitution authorising the expropriation of land without compensation, in order to – as indicated by President Cyril Ramaphosa – heal the wounds of the past and accelerate the redistribution of land to black South-Africans;
1. Calls on the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy to:
1. Condemn this situation and the above-mentioned revision of the Constitution in particular;
2. Include this issue in its political dialogue with South Africa.
