Motion for a European Parliament resolution on attacks against journalists and media freedom in EU candidate and potential candidate countries and Eastern Partnership countries

The European Parliament,

–  having regard to Article 20 of the Treaty on the Functioning of the European Union (TFEU),

–  having regard to the European Convention on Human Rights (ECHR),

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas the right to freedom of expression and information through the media is a necessary requirement for any democratic society;

B.  whereas despite the progress made within the EU accession process and the gradual harmonisation of the institutional framework with the acquis and European standards in this field, the level of media freedom remains unsatisfactory in EU candidate and potential candidate countries and Eastern Partnership countries;

C.  whereas media freedom needs to be given more importance within the EU accession process;

1.  Urges the EU institutions to focus on the implementation of media-related legislation and the fulfilment of certain benchmarks in a similar way to how progress is monitored for Chapters 23 and 24;

2.  Calls on the Commission to create a permanent financial support scheme, including a dedicated budget, by reallocating existing resources to support independent investigative journalism;

3.  Instructs its President to forward this resolution to the Council, the Commission and the governments and parliaments of the Member States.
