MOTION FOR A RESOLUTION on making the employers of non-EU nationals contribute to the training of EU citizens and jobseekers

Motion for a European Parliament resolution on making the employers of non-EU nationals contribute to the training of EU citizens and jobseekers

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas, as of June 2018[1], there were 17 million jobseekers in the EU who would find it easier to find employment if they acquired skills;

B.  whereas Eurostat[2] estimates that on 1 January 2016, there were 35 million people living in the EU who had been born outside the EU, 21 million of whom had kept their original nationality;

C.  whereas 2.7 million citizens of third countries immigrated to the EU in 2015[3] alone;

D.  whereas, in France in 2016, the rate of employment for people born outside the EU was 54%;

E.  whereas funds for the training of citizens and jobseekers residing in Europe already exist;

1.  Calls on the Commission to ring-fence one such fund solely for EU citizens;

2.  Calls on the Commission to offer businesses employing non-EU nationals the chance to sign up to this fund voluntarily by 1 July 2019, with the obligation to contribute to it in the subsequent 18 months, according to how many non-EU national staff they employ.
