Motion for a European Parliament resolution on the broader use of biodegradable plastics in farming   

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas in the EU 25.8 million tonnes of plastic waste are generated each year but less than 30 % of this is collected for recycling;

B.  whereas plastic waste has an especially devastating impact on marine ecosystems, with plastics accounting for over 80 % of marine litter;

C.  whereas biodegradable plastics can be a supporting element in the transition towards a circular economy;

D.  whereas biodegradable plastic mulch has the potential to be a sustainable technology in agricultural production systems;

E.  whereas additional testing is needed under diverse field conditions in order to accurately quantify the rate and extent of biodegradation of mulch products that are marketed as biodegradable;

1.  Calls on the Commission to draw up a list of useful products and applications composed of biodegradable plastics, accompanied by clear criteria;

2.  Urges national, local and regional authorities to play a stronger role in promoting and driving sustainable and circular consumption patterns grounded in an intensive research and innovation pillar in the area of bioplastics;

3.  Instructs its President to forward this resolution to the Council, the Commission and the governments and parliaments of the Member States.
