MOTION FOR A RESOLUTION on livestock transport from Romania in times of hot weather

Motion for a European Parliament Resolution on livestock transport from Romania in times of hot weather

The European Parliament,

 having regard to Article 13 of the Treaty on the Functioning of the European Union,

 having regard to Regulation 1/2005 on the protection of animals during transport;

 having regard to Rule 143 of its Rules of Procedure,

A. whereas some 70 000 sheep are exported each year by Romania, in particular to countries in the Gulf and North Africa, and whereas these exports increase greatly in the run-up to Eid al-Adha;[1]

B. whereas the extreme heat during summer this year led to animals being insufficiently hydrated and cared for, and to the death of some animals on ships and in lorries; whereas, according to the NGO Compassion in World Farming, checks were not carried out properly and the relevant rules were not being applied all the way to the destination outside the European Union[2];

1. Takes note of the warning sent by the Commission to Romania on 10 July 2019 and encourages the Commission and the Member States to ensure that the above Regulation is being complied with;[3]

2. Calls on the Commission to strengthen the rules on the transport of animals to third countries under the above Regulation;

3. Calls on Romania to address the shortcomings set out in this resolution.
