Motion for a European Parliament resolution on the migration crisis at the Greek-Turkish border

The European Parliament,

 having regard to the EU-Turkey joint action plan of 29 November 2015 and the statement of 18 March 2016[1],

 having regard to Article 78(3) of the Treaty on the Functioning of the European Union (TFEU),

 having regard to Rule 143 of its Rules of Procedure,

A. whereas on 27 February 2020, the Turkish President reneged on his migration management commitments[2] under the above-mentioned action plan and statement, and whereas bilateral talks on 9 March 2020 failed;

B. whereas, according to the Greek authorities, 9 972 unauthorised border crossings were thwarted in the region of Evros between 29 February and 1 March 2020[3], and whereas Greece’s reception facilities were at overcapacity even before the Turkish President’s above-mentioned decision, particularly on Lesbos where 17 000 people are crowded into a camp built for 3 000[4];

1. Calls on the Council and the Commission to suspend all EU financial assistance to Turkey, particularly the facility for refugees (set up under the aforesaid action plan and statement) and the instrument for pre-accession assistance, and to apply Article 78(3) TFEU in response to the situation at Greece’s external borders.
