Motion for a European Parliament resolution on setting up a specific fund to provide funding and support to the European wine sector following the losses caused by the COVID-19 crisis

The European Parliament,

 having regard to the Treaty on the Functioning of the European Union, and in particular Articles 165, 166 and 168 thereof,

 having regard to Rule 143 of its Rules of Procedure,

A. whereas, according to data supplied by professional associations, at the beginning of April losses in the EU's wine sector stood at 80 %;

B. whereas the closure of hotels, restaurants and catering establishments, as a result of the COVID-19 containment measures adopted by the Member States, has exacerbated the situation, particularly for small and medium-sized wine producers;

1. Calls on the Commission to set up a new fund, in addition to the fund under the CAP, to provide direct financing to wine producers, without placing an additional burden on Member States;

2. Urges the Commission to apply Article 222 of Regulation (EU) No 1308/2013 of 17 December 2013 concerning the ‘temporary planning of production’ to implement green harvesting with a view to curbing the volume of the 2020 grape harvest and rebalancing the market;

3. Calls on the Commission to apply Article 216 of the same regulation to employ additional European funds and national payments to co-finance the distillation of wine at a time of crisis;

4. Calls on the Commission to provide the additional funding by making budget cuts and savings elsewhere, on the basis of a review of the current situation.
